Support deploying the GitLab Operator in air-gapped environments
Summary
As a follow-up to https://gitlab.com/gitlab-org/cloud-native/gitlab-operator/-/issues/585, we should look into making the Operator image and Operator-deployed images available in registry.connect.redhat.com, which (if I understand correctly) means they can be made available in offline/air-gapped environments.
Acceptance criteria

Operator can be installed in an offline/air-gapped environment
