Enforce changelog entry via Danger

Summary

Similar to our other projects, we should enforce changelogs in most MRs to ensure that the CHANGELOG.md file has content.

We can refer to the changelog Dangerfile from the Charts project.

Acceptance criteria

• Applicable MRs enforce a commit trailer for the changelog entry via a Dangerbot comment and failing job
