[CI] Test Operator against OpenShift 4.10

Summary

OpenShift 4.10 is generally available; we should add it to our testing matrix for this project. The underlying Kubernetes version is 1.23.

We should now use https://gitlab.com/gitlab-org/distribution/infrastructure/openshift-provisioning to launch the clusters.

• Provision new CI cluster for OpenShift 4.10
• Provision new Dev cluster for OpenShift 4.10
• Add build, review, and QA jobs for OpenShift 4.10 to CI configuration for this project
