Add CHART_VERSION pipeline variable

Summary

Alternatively to #382 (closed) we can add CHART_VERSION to the pipeline variables which would allow to test against all shipped Chart versions albeit via manual means.

Follow-up issues

• Once completed create and issue for release-tools to call pipelines for each specific Chart version shipped with release.
