Determine methodology for disconnected installations

Problem Statement

Some Customers Need to host Docker Images in a disconnected environment. This presents unique challenges such as an internal custom registry and lack of access to OperatorHub. We need to have a strategy for this. Whether that be documentation, tooling, or automated processes.
