CI: Release tooling does not update Chart
Summary
During the release of 0.7.0, it was discovered that the Release tooling did not update the Helm chart to indicate 0.7.0
See build_chart and publish_chart.
Current behavior
0.7.0 was tagged, but the Chart had 0.6.3
Expected behavior
0.7.0 was tagged, and the Chart had 0.7.0
