Support reconciling Spamcheck chart

Summary

gitlab-org/charts/gitlab!2241 (merged) added a new Helm Chart for Spamcheck. We'll need to update the GitLab Operator to reconcile this new chart.

Acceptance criteria

• Spamcheck chart is reconciled when enabled
