[Spike] Investigate report that CertManager is not available in OCP 4.9

Summary

In #354 (comment 832262083), it was reported that the JetStack CertManager Operator was no longer available in OCP as of 4.9.

Acceptance criteria

• Confirm whether JetStack CertManager Operator is avilable in OCP 4.9
• If not, confirm whether this is intentional or if the release simply hasn't happened yet
• If intentional, investigate alternative solutions to address the certificate manager requirement in OCP
