Implement OLM bundle

Summary

As stage 3 of &15 (closed), we will implement an Operator Lifecycle Manager bundle. This will then be distributed via supported platforms, as well as certified via RedHat.

Acceptance

This issue resulted in Epic &25 (closed) , but kept around for the direct work for the implementation of make bundle itself. With !263 (merged) in place, this work for this issue is complete.
