Integrate Operator Releases with the release-tools project

Summary

As part of gitlab-org&6424 (closed), we want the Operator release process to be integrated with the release-tools project.

Acceptance criteria

• Release managers are equipped with a reliable process to manage Operator releases via the release-tools project.
