Support reconciling the Registry Migrations Job

Summary

When reviewing gitlab-org/charts/gitlab!3633 (merged), I noticed we don't consider the Registry Migrations Job in the Operator.

Acceptance criteria

• Registry Migrations Job is reconciled when needed (keep in mind the new configuration in gitlab-org/charts/gitlab!3633 (merged))
