Instruct release-tools to release Operator version 1.0.0

Summary

As part of &68 (closed), we'll need release-tools to tag the Operator project with 1.0.0 instead of the next minor release (which would be 0.32.0).

Acceptance criteria

• release-tools is ready to release/tag the Operator at 1.0.0 for %17.0
