Create tag for MVP release

The GitLab Operator needs to have a tag to designate what the MVP release will be so that the build image can be uploaded to Red Hat for their certification pipeline to run on it. This is required so that the MVP image can be published and have the image appear in the OpenShift console and OperatorHub.
