OLM is incompatible with GitLab upgrade path

Summary

Related to #1027

Our current understanding is that OpenShift only allows you to upgrade to the most recent version of an Operator. This means it is incompatible with the GitLab upgrade path, which requires stopping at specific versions on the way to a target version.

Acceptance criteria

• Limitation is confirmed as still valid today
• Possible workarounds to the limitation are addressed
• Follow-up issue(s) created
