[Controller] Support deploying Praefect

Summary

The Operator does not capture and deploy the Praefect objects from the GitLab Helm charts.

Acceptance criteria

The Operator supports deploying Praefect along with the backing Gitaly StatefulSet(s) if Praefect is enabled.
