Clarity on Openshift 4.12 support in documentation

The documentation on Openshift 4.12 support is a bit ambiguous.

I can see it was added in this commit on the 4th of July. 634d1bab

Does this statement of 4.12 support only apply to operators released after this change was made, so >= 0.21.2 or does it apply to all versions?
