Support OpenShift 4.13

Is there a process for getting new OCP versions added? I'm already running operator 0.20.5 with chart 7.0.4 on OCP 4.13 and things are working fine, however it seems like OLM bundles tend to lag.

In fact, not only are bundles missing, but since operator 0.19.0 and before didn't have the com.redhat.openshift.versions label set, 0.19.0 shows up as the latest version and will be installed if a user installs it from the community-supported catalog.
