[CI] Test Operator against Kubernetes 1.23

Summary

As part of Support deploying GitLab on Kubernetes 1.23 (gitlab-org&7456 - closed), we'll need to add a CI cluster at Kubernetes version 1.23 and update our CI configuration to deploy the Operator to it.

Acceptance criteria

• Kubernetes 1.23 cluster is created for Operator CI
• Operator CI is updated to deploy to Kubernetes 1.23 cluster
