Refinement: Improve NOTES.txt

Summary

The current state of templates/_NOTES.txt is largely not of great use.

We should revisit this content, such that it:

1. Does not cause issues rendering based on properties.
2. Is actually informative to users of this Helm chart (some may, outside of gitlab/gitlab)
