Build multi-archtitecture images

Continuing the effort of allowing non AMD64 images to be built, as done in terraform-images!79 (merged) and gitlab-org/cluster-integration/auto-build-image!69 (merged).

My intention is to be able to run AutoDevOps pipelines in an ARM64 runner.
