Transition `glab` supporting accounts to GitLab

As part of &7514 (closed) and transitioning glab to GitLab the following steps need to be completed:

• Identify supporting accounts used for publishing, communication, documentation
• Create new accounts as required
• Transition existing accounts as possible

gitlab-cli@gitlab.com will be the email address used for all new account registrations as required

• readthedocs - Documentation host, initially we'll need to retain service until we can transition.
  • We're working to transition the documentation to main GitLab Docs project. We won't need to retain and we shouldn't point people here
  • We should look in to redirecting the docs
