Adding more reviewers/maintainers to the GitLab CLI

Calling all interested GitLab team member Golang enthusiasts! The CLI project has some exciting things lined up and we could use some more reviewers and maintainers!

If you're interested, you can familiarize yourself with the project a little bit here, and - of course - the codebase here. We use the Cobra framework for the app so that might also be a helpful resource!
