docs follow-up: fill in gaps in release process

  @viktomas @garyh Do we have a handbook page we can link to for instructions on how to gain access? I don't have access to such a thing in 1Password, so I assume a new maintainer would need to do something to get access.

  @viktomas @garyh I looked at the pull request for 1.23.1, and I can't figure out what part of the PR is important to duplicate. Lots of chatter. We should capture the specifics in a follow-up.
