add ability to edit issue and merge request notes
Problem to solve
Sometimes when I send issue or merge request notes via email or via glab I make a mistake and want to correct it afterwards.
Proposal
Add glab issue note edit and glab mr note edit subcommands of the glab issue note and glab mr note subcommands.
