Broken CI tests on main branch (approval_state: 404 {message: 404 Not found})

When we merged !996 (merged), we broke the CI test on main branch. This happened because of the sequencing of MRs:

1. the last test run on !996 (merged) (without CI tests)
2. ci: add unit test task to the CI got merged to main branch
3. !996 (merged) was merged, and because it broke one test, the CI tests started failing
