Macos large runner deployment capacity unavailable

While trying to roll out large macos-m2pro green we found there to be zero host availability in us-east-1c. This is not a scenario we've encountered previously for this host type and zone.

It may be that the zones for these hosts have changed and we need to change this zone to some other one.

Needs investigating so we can continue to perform blue/green deployment and mitigate continuing issues in #278+

Update

We're seeing constant capacity issues in all zones of us-east-1.

We'll need to acquire machines and hold them instead of autoscaling the dedicated hosts.
