[2XL Linux] 4. Add chefrepo configs

Define chef-repo configs for 2X-Large GitLab SaaS Runners on Linux. It will closely match the large offering config, the difference for xl being the machine type n2d-standard-32, which has the following:

32 vCPU
128 GB RAM
200 GB storage

disk size should match what is defined here: gitlab-org/gitlab#384223 (closed)
