Establish a test template for deploying Runner Manager on AWS VMs

This issue covers setting up Runner Manager in a specific scenario, running on VMs in AWS.

It can consume any of the Fleeting templates to run jobs on Linux, MacOS or Windows runners in AWS or GCP.
