Understand what is driving violation in Error Budget outside of Gitlab Pages

Pages is a major contributor to ~"group::release" being in violation for our error budget and is fairly well understood - we have incidents caused by abuse that we are addressing with limitation.

However, we need some investigation into the other errors/latency that is causing us to exceed our budget spend. This issue is to serve as an investigation into the highest contributors outside of pages
