Tracking Issue: Release JTBDs to be added

JTBD to be added for Release:

• promote deployments between environments
• Manage environments at the application level
• Auto create environments from infrastructure as code
• Protect an environment
• Freeze an environment
• Understand what has been deployed
• different tiers (dev test open) - coordinated staging prod
• View Release and Release Evidence directly from deployment to get detailed understanding
• Provide developers way to follow along without access to the environments
