Unable to Build in Air-Gapped Environments

A recently added script calls to download external resources (git_lfs) and ran within the container build. Customers building in air-gapped environments, or under specific regulations for incorporating external resources, would need the portion of the script that downloads resources to be separated out so they can pull them down, scan them, and incorporate them into the build on their own.

This issue impacts several customers who rely on the ability to self-build all components of their architecture.
