When enabled via GCE instance metadata, wait for cloud-init to finish before
provisioning Docker, then verify the final Docker NAT/FORWARD rules. Restart
Docker once to repair missing rules and fail machine creation if they remain
absent so Runner cannot assign a job to a broken worker.
