Release binaries to this repo's generic package registry

We currently deploy release artifacts to an S3 bucket. This might have been done at a time before Gitlab had a generic package registry. Now that it does, we should use it. In the short term we should continue publishing release artifacst to teh S3 bucket, but we should deprecate that eventually.
