Start releasing the project

What needs to be done:

prepare S3 bucket (should we use Runner's or get a dedicated one?)
start publishing master and tagged binaries to the S3
start feeding the https://gitlab.com/gitlab-org/ci-cd/custom-executors/autoscaler/-/releases with tagged releases
implement latest behaving like in Runner (so the most recent "stable" version)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
