Update certmanager to version 0.10

Summary

We are currently on version 0.4

• We need to find a way to disable resource validation if possible (https://docs.cert-manager.io/en/latest/tasks/upgrading/upgrading-0.4-0.5.html#disabling-resource-validation-on-the-cert-manager-namespace)
  • Potentially we can disable the webhook, or remove the config for this from the CRD
• We need to bake the new certmanager CRDs into our chart, as they aren't included in certmanager directly anymore: https://docs.cert-manager.io/en/latest/tasks/upgrading/upgrading-0.5-0.6.html
• We need to migrate the certificates to support the new resolver: https://docs.cert-manager.io/en/latest/tasks/upgrading/upgrading-0.7-0.8.html#performing-an-incremental-switch-to-the-new-format
  • This isn't needed until 0.11.0, but should still be investigated

It's possible this will require a major release of our chart if we cannot do the upgrade smoothly without manual action. But first we should see if we can transition smoothly.
