Update Subcharts to Allow Statically Assigned Service Account Names

Not all charts support statically assigned Service Accounts for Helm. nginx and redis-ha both support this behavior, however, shared-secrets must support it too.

Google Marketplace requires us to set the Service Account names statically.

This issue services as the master issue tracking the work across all the charts.
