This is a retrospectively empty commit to generate a changelog entry
for !4996.

The fix is present in GitLab chart 10.0.0 and 9.11.3 but didn't
include a changelog trailer.

* Creates BackendTLSPolicy resources for KAS, Registry, and Workhorse
  when TLS is enabled on those services and Gateway API routing is
  active.
* TLS connections are always verified. The `tls.verify=false` that
  was supported for NGINX Ingress is ignored.
* The expected hostname defaults to <service>.<namespace>.svc and
  can be overriden per component by setting backendTLSPolicy.hostname.
