Expose http.debug.tls settings in the registry helm chart

## Summary In https://gitlab.com/gitlab-org/container-registry/-/issues/729+ we enabled the container registry to set TLS certificates for the `http.debug` server. We should expose these settings in the charts so that they can be configured properly on GitLab.com

issue
