Add a parameter to disable registry in gitlab application

Summary

Add a new parameter to disable the registry feature in unicorn.

I'm going to create a MR for this issue.

Current behavior

In the configmap of the unicorn chart, gitlab.yml.erb object contain registry -> enabled set to true

Expected behavior

Have an option with a default value set to true to disable the registry
