Create a gitaly container

Gitaly and GitLab shell are tighly coupled at the moment.

I've gotten the shell chart about as far as I can without dealing with storage at the moment: https://gitlab.com/charts/helm.gitlab.io/issues/56

So now is time to tackle the gitaly container, so we can then start making decisions about storage.
