Add workspaces related KAS options in GitLab Helm Chart

MR: add workspaces server config to KAS helm chart (!4420 - merged)

Description

Add workspaces options for KAS to https://gitlab.com/gitlab-org/charts/gitlab . The proto definition for Workspaces related KAS options are available at https://gitlab.com/gitlab-org/cluster-integration/gitlab-agent/-/blob/master/pkg/kascfg/kascfg.proto?ref_type=heads#L479 .

The protobuf changes were added in KAS in the following MRs

• Add workspaces http server (gitlab-org/cluster-integration/gitlab-agent!2628 - merged)
• Configure workspaces http server on initialization (gitlab-org/cluster-integration/gitlab-agent!2686 - merged)
