Remove the 1.3.1 NGINX Ingress controller fallback

Summary

The NGINX Ingress controller v1.3.1 is not supported upstream anymore, and is a security risk for our users. We have deprecated this version for enough time now, and we have given users a way to upgrade to v1.11.5.

In %18.0 we should:

For sure remove the v1.3.1 fallback support mechanism.
Evaluate/attempt follow-up with Update Nginx-Ingress Controller chart (#5719 - closed).

This is a breaking change for %18.0.
