Decomission GKE 1.27 CI cluster

Summary

CI testing against GKE 1.27 was removed in !3982 (merged). We can decommission the cluster once all maintained stable branches have this change.

Steps:

• remove the agent config
• remove CI variables and 1Password items
• decomission the cluster
