Default behavior of backup break Gitlab installation with pgbouncer

Gitlab has a document section recommend connecting directly to the database node instead of connecting via pgbouncer like the default config for database.yml does.

With the default chart right now, enabling backup job will take the gitlab instance down for the whole backup duration with error ActiveRecord::StatementInvalid: PG::UndefinedTable
