Bump minimum Helm version beyond 3.5

Summary

Helm is now at 3.13 version while our documented and actually used (in CI) version is below that. As noted in !2973 (comment 1620428243) we need to bump the version to both allow proper support for OCI repos and bring newer Sprig functions as well as stay closer to mainstream release.
