gitlab-runner subchart not updated.

Steps to reproduce

helm show chart gitlab/gitlab | grep -A2 runner

Current behavior

Currently, the main chart currently references gitlab-runner chart version 0.52.0. This translates to Runner application version 15.11.0.

Expected behavior

Is there a reason the runner subchart has not been updated? The runner is currently on chart 0.53.2 which translates to Runner application version 16.x.
