Add documentation on `certmanager-issuer` chart

Summary

There is currently not much documentation on the certmanager-issuer chart. It doesn't have many values, but an important one is server which allows, for example, changing from the Production LetsEncrypt server to the Staging server.

Acceptance criteria

• Documentation page is added for certmanager-issuer chart
• server value (among others) is documented for visibility
