[CNG] Remove task-runner container tag mirroring

Summary

In gitlab-org/build/CNG!712 (merged), we configured the task-runner image to mirror the toolbox image for compatibility purposes. Let's decide upon a time frame to remove this mirroring when we feel comfortable that an adequate transition period has passed.

Acceptance criteria

• Mirroring of the toolbox image to task-runner is removed
