Replace kubeval with kubeconform

Summary

Consider replacing kubeval with kubeconform, we already swapped to kubeconform's schema endpoint in !2050 (merged) in order to validate newer k8s apis. Supposedly kubeconform is also faster: https://github.com/yannh/kubeconform#speed-comparison-with-kubeval
