CNG: Insert gomplate into service containers that do not need Ruby

Summary

Insert the gomplate artifact into the containers of the CNG that do not need Ruby at runtime.

Details

1. Determine all containers that match the criteria
2. Provide an MR (or multiple) that inserts gomplate into the native PATH locations for all of those containers.
